Whose responsibility does snow removal fall, renter or landlord?

Based on the lease of contract of the tenants from askmehelpdesk.com, it is not stated under the terms and conditions that the  renter will be responsible over snow removal of the building. In addition, there is no way at any time that the landlord can tow away the renter’s parked vehicles. But since snow removal is a responsibility of everybody, cooperation is needed by both parties to ensure safety and avoid further inconvenience.
